will the 04/05 back bumper be direct bolt on to the 01-03 civic?

yes. the rear bumper will be direct bolt on.

the front bumper will not even come close to working.

if you have a coupe make sure you get a coupe bumber and if you have sedan make sure its sedan. they are not interchangeable coupe <--> sedan

What are you looking to swap? The only change that came about (suspension-wise) within the 7thgen civics (01-05) is the size of the crash bolt on the struts. 01-02 used 14mm, 03-05 used 16mm. That said, Struts will have to be marked "01-02." Just about everything else will swap right over though.
