My 05 does that all the time now also, You could try getting some brake cleaner and rinse off the shoes and hardware. Not sure how easy the drums come loose on the Civics. My Corollas drums would always just slide off.

if its the rear brakes, remove the drum use brake cleaner to remove all the dirt and dust, then use moly grease and grease the contact points. you can also use some oil to lube the springs not too much though.
if you notice that the pedal is sqeaking, flush the brake fluid, refill and bleed the brakes.

its usually the ebrake cable. lube that up and it will go away (you may need to take the drum off and lube the cable inside there too). i had a very loud squeak when releasing the pedal and i could also do it by moving the ebrake up and down. it was kinda funnny sometimes to "squeak" it repeatedly in traffic lol.

like replace the shoes? (and prolly the hardware spring kit too?) im gonna guess and say $250 idk at a good shop. its really complicated back there. and you can ask them to lube the ebrake cable too while everythings taken apart.
