front lips

i need to get some body work done this summer and get a new bumper and get it painted......

it costs some serious coin with the painting....so...i was thinking when i get the new bumber.....about a front lip......

....do you paint the lips......or what.....and do you put them on the stock front bumber or do i need to get an aftermarket bumber......

.....and...where is the best place to check out prices and styles of lips.....i am not trying to break the bank....cause getting the work done is already going to cost a bunch......
