idle noise

every minute or so, my engine, or something under the hood makes weird vacuum type noise that comes on for 3 seconds or so... and then goes away, it sounds like the engine is revving slightly, is this normal or should i be freaking out?
im pretty sure it also happens while driving, can anyone explain to me what this is?

^ words. Park it and put your head under the hood.. make sure your inside air is off so you dont confused that fan kicking on for the sound. Report back.

ok so there are 2 rad fans, one of them is going constantly, the other one keeps going on and off, and is pretty annoying sounding
is it supposed to be going on and off or is it supposed to be going constant?

although i really appreciate your opinion, i would prefer to hear something along these lines..
