Intermittent AC

Hey all,
I found out recently that my AC work intermittently (actually I was going 120 on the highway when humidity suddenly went crazy because of rain and my windshield suddenly completely fogged up, yay Quebec).
Anyway, been doing some research and still can't find a good answer. The ac seems to work and not at its own undeterminable times. I was testing it today and it wasn't working while the car was idle. But when I started moving the ac started working. Sometimes moving on the highway it doesn't work. But when it works it's fine and it's cool.
Things I've tried:
1. I swapped the ac clutch jumper with another relay in the fusebox that is identical, doesn't fix the problem.
2. Tried connecting the terminals directly....saw plasma...so disconnected right away...http://www.8thcivic.com/forums/mecha...l#post15618202
I don't have a multimeter so can't check the other stuff on that post
3. Randomly switching on and off ac and air buttons...no luck...
I took a video of the non-working state...seems like the radiator fans are going...
