98 Civic EX Horn Problem (Won't Stop Blowing)
I was having a problem with overheating. I found the radiator cooling fan was not coming on. I found that the fuse was blown. I replaced the fuse, but when I shut the hood the HORN started blowing. It will not shut off, and I had to disconnect it.
I can't find any place where there is a short.
I can't find a relay for the horn.
I took it to a local mechanic, but he could not find the problem.
I have had several bad experiences with the Honda dealer, and do not trust them. They have worked on my CR-V several times, charged outrageous amounts, and have not fixed the problems. I don't want to take the Civic to them.

ahaha that sucks, but i can just imagine someone driving down the road with their horn blowing.
btw, wasnt there a vid online a few years ago where some guys connected their friends horn to his break petal?
