need help figuring revving issue

need help figuring revving issue hello everyone,
i am pulling my hair out trying to figure this out. i have a 95 civic ex 5 speed with a d16z6. the original engine blew so i replaced it with out of a 95 automatic. the only difference as per the maintenance books what th valve lash which i set to the required spacing for the standard ecu. my issue after that started with the idle surge which i fixed. no my problem is that the car will bounce the limiter at only 6200 rpms. and i cant figure why. can anybody help me out. i have no engine lights and the car is completely stock to include the ecu. thanks.
