New project/A Couple Questions

Hey everyone. I just finished up a Dynamat project on my 2k1 civic last night. I also wired in a GPS unit next to the cup holder. I do have a couple of questions though if anyone can help me out. I want to install a neon tube under each side of my dash and then wire them in to work as the dome light does. I found the wire (red/green and white/blue) under the dash, but I ran into a little problem. I hooked up a tester to the white/blue wire and it has power constantly. I hooked up the tester to the red/green wire, and here is what I found:

1) When the dome light switch is in the auto position and the doors are closed, the wire has power.
2) When the dome light switch is in the on position and the doors are either open or closed, the wire does not have power.
3) When the dome light switch is in the off position and the doors are either open or closed, the wire does not have power.

So here is what I am thinking; I need to get a relay that turns power on to my lights when the switch (the red/green wire) goes off. Does anyone know of a good place to get such a thing? Or maybe if there is a better way to do this? Thanks!

it should be the green/red wire not the white/blue one

It is the red and green, but you will notice from what I said before that it performs exactly opposite of what I need.
