My friend has a problem w/ starting his car

It's a '91 Toyota Cressida w/ the 7M-GE motor w/ turbo/etc pushing around 500+ RWHP.. anyway it's been a project car, sitting in his garage, and we re-wired the ECU completely w/ all clean connections, everything done up according to the manual, and it has power to the lights, fuel pump charges in the ACC mode, but starter won't crank. We will be looking at it again tommorow but My guess is that the starter motor isn't getting a good ground since it isn't even clicking/cranking the motor.. good guess? Thanks..

looked at it, still wont start... weird.. if the ecu is fried, will the starter not crank at all?

check ignition harness, make sure its outputing 12v when you crank. the starter should be bolted to the engine..therefore the whole starter should be A ground. check starter relay under the hood. I dont see why rewiring the ECM would prevent starting...i could understand the ignition system not working, but the engine should at least turn over.
