I felt like going for a drive tonight, and went down to my parking garage to get my car and I find this...

Did you file a police report I mean i would of called the cops and showed them the evidence. Few chips of paint here n there match them up and you got who did it. Now if nothing where to happen i would definitely **** up the neon slash ties broken windshields keyed everything.

I would hit them up. If they are cool and fix your stuff then cool. If they are not I would release the fury on their neon. Remember if you release the fury after the initial confrontation then they will know who did it. So do the releasing some where away from the garage, at least that way you could plea ignorant about the damage to the white turd.

well not much police will be able to do because a) it's in a parking garage, not on public roads b) basically your word against his about who hit who i'm afraid.
i would recommend confronting the person, or at least scoping them out... payback is always an option, as well, though the risks are exponential

I jumped down into the parking garage yesterday... guess who was getting in their car... I got in my car and watched her back up... nearly scraped the wall... but didnt come anywhere near my car this time kuz she knew i was looking... took pics with my camera phone.. god.. I havent left a note yet kuz I've been so busy, but I"m going to today.
