My Fogs Turn Off And Fuse Was Melting Why?

Last night when I went to my car and turn on my lights but my fogs did not go on so the next day I took my bumper off to see why my fogs were not working, so I checked all the wires and everything was ok but when I checked the fuse It looked like it was melting and it was very hott and also the wire that go's to the fuse box was very hott also so I took the fuse out... anyone know why this happen? Should I just put in a new fuse or wait to see why is it doing that.

The only thing I can think would be a short or a break in one of the wires
