Fuel Tank Pressure sensor

2004 Civic Hybrid 1.3L Trying to chase down the very common P0497 code. Pressure testing the system with pressure and vacuum system isn't leaking. Valves are opening and closing as commanded. I have replaced the Purge, Vent, canister valve, FTP sensor and the ECM. The thing I can't figure out when I go into the menu to control the purge and vent valve the FTP sensor always shows 1.33 volts. Measuring the FTP I have 2.78 volts. When I pressure test the vehicle the Sensor volts goes up to just under 5v, and with vacuum almost at .05 v, but my scan tool still shows 1.33v. My voltage value at the ECM is the same value at the FTP. Running the system test it fails in the first 30 seconds, so it doesn't even get to pressure testing the system. So is there something I am missing? Is the 1.33v some default value when I am in that mode or is the issue the value not changing?
