Green key, no start, no power to OBD

Green key, no start, no power to OBD

Title explains most of the issue, I've had this issue for a few months now and the car has been sitting because of it. It used to run for 10min and shut off, not starting until a day later, now it just doesn't start at all. Cranks great, but green key.
What I've tried:
Continuity yellow/brown wire keyring to ecu E (top white connector)
Continuity red/blue wire keyring to ecu E
Matching ECU, Keyring, Key, and Gauge Cluster from previously working car
Used to be able to read codes, but now OBD scanner can't even get the light on, but previous codes were for misfire which went away after spark plugs were changed.
There's only really wiring I can blame now, which there may be a broken wire to the under dash fuse box or a bad ground to the engine which is less likely as it's tight and everything else works. Also may replace battery, only giving 11.1v although the whole issue started when it was still a solid 12v+ and I only try starting with a tender or jump pack for supplement. If it could be the under dash box, please let me know what wire to look for as it's very annoying to cram my head down there even with the box unbolted.

Car in question: 2005 Civic Si (Canada) EM2 Coupe, Manual.

As you can (or can't) see, the scanner's bright blue LED is nowhere to be found, while it would usually even be on while the car is off. Any idea if there's a fuse related to this?

Most relevant pic in my camera roll I had, didn't see any obvious breaks but ask me for more photos of needed

Check if the alternator bolts are loose
