Help with fixing wheels?

I'm looking at buying a set of used wheels from a guy I know. They are Racing Hart C5s in 18s. Tires are in good shape, but two of the rims have road salt on them from the guy having the wheels on during the winter. is there anything I could use to clean them to look like new again? He is willing to sell them really cheap and I want to get them. Any advise?

you can't just use a soft brush and some soapy water? I don't see why it won't just spray off.

Are you sure it's salt and the wheels aren't corroding? Aluminium corrosion (think rust), is chalky white. You should check into that possibility... and the salt may be the cause.

The wheels are silver. And it will not spray off. Its a mix of road salt and tar spotted all over two of the wheels.
