2017 Civic Interior Dome & Running Lights

2017 Civic Interior Dome & Running Lights
When the door is opened the center dome light, map lights and running lights do not come on. Once inside and the door is closed I can only turn on the map lights. Any ideas? The fuse seems fine.

Specifically, this one in the overhead console. If it's set to off, the dome lights will not come on.
