2006 civic will not start and no power to ignition relay

2006 civic will not start and no power to ignition relay

2006 honda civic with a 1-week old battery. showing 12.3 on the multimeter
It did not start. There is no crank or click
I have tried to troubleshoot with batteries, fuse, and relay. I have found this socket has no power going into it. I tested with key "on" position and all other relays in place including the two on the left to the affected socket.
the main fuse under the hood was checked and was working.
Does anyone know what causes that? I haven't checked the starter yet.
Any help will be appreciated.

several potential causes, including rodents chewing electrical wires (yes, they are common).
only way is to trace wiring and check what was checked until you find the cause (can be different from car to car)
