You have blown both of the fuses.

More:

Dash fusebox, fuses #28, 29, 35.
There is a relay involved in the system too.

There is an updated socket available for several models. Modified to make it less likely you blow fuses from shoving accessory plugs in it.

This is outlined in Honda Service News Aug 2006 article, with a picture of the differences so you can identify if yours is the old or new style.

New part #39624-SZ3-L01, and you will probably need a new retainer for each socket you replace.

Google it, I didn't find a copy right away to post.

For what year Civic?
Your profile says your car is a 2001, this ancient 7 year old thread thread was about a 2006

I'd probably pull whatever I have to to reach the harness connector on the back of the socket, and make sure it actually has power and ground.
That way I can determine if the socket itself is actually the problem
