95 civic ex with d16y7 engine problems

I just bought a 95 civic ex with a d16y7 motor... I've serched and serched for answers! The car is bogging out won't past 2300 RPM's on 4 gear it feels like it's being restricted from power... Brand new fuel filter, new spark plugs and wires new distributor new TPS sensor and still getting the same results the car starts up no problem idles fine no CEL! I looked into the ECU too and it has a PO6 ecu witch is obd1 and I have a d16y7 witch is a 00 model and a obd2... my harness is obd1 this set up was on the car when I got it... I am down to nothing now don't know what's next... Anyone out there that might help me out

95 ex with D16y7 motor help

Okay i just bought a 95 civic ex with a D16y7 motor... It's running starts up no problem... No smoke no leaks.... The problem is it Boggs out no power on wide open throttle! Changed out spark plugs and wires all brand new too changed out TPS sensor change out fuel filter... Fuel pump wines up on the on position so it's good have a fuel pressure gauge and I'm reading 50 psi... Would the ecu be a problem? I have a PO6 ecu running a d16y7 I think the year is a 2000 model so it's obd2 and I have a obd1 ecu and harness... Can someone help me out?

Does it still have a catalytic converter in the exhaust?
Exhaust backpressure check?

I have a full catback exhust... The thing I wanna know also is the ecu and motor I got a PO6 and a y7 engine is that fine or would I have to jump it to a OBD2 ecu?

A clogged cat can cause the symptom you described. That's why I suggest you do an
Exhaust backpressure check?

That I cannot answer.
I figure it probably ran ok when someone first got it all set up, so why doesn't it run ok now?
