Mufflers affect on horsepower
I have 2000 ex with a turbocharger and a 3 inch straight pipe exhaust. I've been getting harrassed by cops, and it is illegal in maine, so I plugged with a little homemade silencer. I'm worried about the damage its doing to my engine though so I plan on just putting a muffler on it. What will I lose in hp? Will it be a big difference? Any other suggestions?

3" pipe sounds like overkill already, so if you find a muffler with close to 3" inlet and outlet there probably wouldn't be a huge restriction.
Glasspack/Cherry Bomb style, straight through/unbaffled, louvered, no restriction?
Round here I always heard that the turbo could be considered an exhaust baffling device, therefore we could run straight pipe after the turbo all the way out the back of the car. I have never tested that theory though.
Cops here want the bass thumping stereos off the street now, nobody seems to care much about loud exhaust. Stereo ticket/impound/fines probably generates a lot more revenue than a loud exhaust ticket.
I hate that noise regs always come down to the discretion and opinion of the officer, there is never a measurement of distance specified in the ordinance and an actual dB meter involved. (i.e. 90dB@50 feet)
If you are a kid and drive a funny looking car that stands out and gets attention, you are bound to be hassled sooner or later. BTDT in my first car. It got all sorts of attention.
I got a warning for noise in that car while running a header with open megaphone stinger, no baffle at all. Heard me over 1/2 mile away LOL.
Several months later in another state I got a damn citation for noise and I actually had the baffle bolted in place.
My first car was a lot like this one

Obnoxious. Loud. Not fast at all LOL.
2nd car was very incognito. Blended right into traffic.
Now I'm a bit older, I don't go as fast in the cars, and I don't get hassled (much).

Dodge got away with the Caliber SRT4 being turbo with no mufflers, so you should not have any issue. If you car is tuned without a muffler and you add one, I would suggest getting it re-tuned.
