95 ex with d16y7 idle probem

Ok I have a 95 ex with a d16y7 the problem I'm having is the idle surges from 1k to 2k codes say iacv and barometric sensor changed the iacv and checked sensor, and I still can't find the problem. I've also changed tps map sensor. I thought maybe intake gasket leak, but when I start the car the idle will go to to like 3 grand and hold there for like 1 or2 mins then starts to surge again

Figure out the IAC code, along with why it idles far too fast first.
IAC, FICV, whatever it has that controls fast idle.

Vacuum leaks.

Once you solve that and get the idle speed down to where it should be, the surging should stop.
