98 civic ex idle air control system

I recently replaced the cylinder head on my d16y8 with a re manufactured head. About 15 minutes after driving it, the check engine light came on with code P0505 "Idle air control system".

It idles at 1700rpm and every time I lightly press the gas pedal the engine starts sputtering to the point of nearly stalling. But for some reason this doesnt happen at all if I give it a good amount of gas. For example, when im at a stop light and i just try to move a little forward it starts lurching just like the first time i learned to drive stick. But once i get going i have no problems at all.

I thought it may be a timing problem, but when i went to adjust it i found that no matter what i do it continues to idle at 1700rpm and the timing readjusts itself after about 30 seconds so that it is never where its supposed to be. And yes i did short out the 2 pin connector by the ecu before adjusting the timing.

Even though i replaced the head myself my knowledge is pretty much limited to the step by step instructions of a manual. So if anyone has an idea of what might be wrong it would be greatly appreciated.

to adjust the ignition timing via Distributor, you need to jump the 2 prong connector by the ECU. just jump it with a paper clip and them move the Dizzy.

Did you make sure the mechanical timing is dead on?

And re-bleed your coolant system, before that tho, unbolt your IACV and spray it out with break cleaner, re-bolt it then bleed the crap outa the coolant system.

Ya I jumped the 2 pin connector which is why I though it was weird that it kept readjusting itself every 30 seconds or so. It's almost like movinng the dizzy has no effect. And ya I'm 100% sure the mechanical timing is dead on. I'll try the cleaning/bleeding and see how that goes next, thanks for the input
