Whinning Noise
Just the other day my power steering started whining when i turned the wheel side to side i checked the hoses and filled the res. up there were no leaks . Checked the tie rods and the bellows on both sides r ripped apart could it b my inner rods or sumthing else any help plz

Does the fluid get aerated (tiny air bubbles) when it is whining? Does the fluid level rise at the same time? Some will barf fluid out of the top of the reservoir if the fluid gets enough air in it.
Leaks on the suction side of the system......Depending on the pump, the inlet fitting may have an O ring seal that is bad. I see it on other cars that don't leak fluid out, but still let air in.
Next would be looking for hoses that need reclamped, and the shaft seal on the pump.
Or maybe just a bad pump.
Belt too tight can put excess strain on the pump too.
