loss of dash lights

loss of dash lights
03 civic , it acts like the imobillizer is keeping it from firing,after a while all dash lights come on and car starts and runs great. BUT i never know when it might do it again , can anybody help with suggestions. Car spins but is getting no fuel untill the dash lights come back on. Flip flopping the key and messing with shifter doeasnt help. It also will not let the key out of the ignition at times
