Excused from Emission/Inspection

My friend told me that if you put less then 5,000 miles on a car in a year since last inspection that means that car is excused from Eminssion/Inspection for the next year.... all you have to do is pay for the sticker.

Is this true?

I'm asking because my Maxima beater I just got has 221k miles on the odometer with the inspection sticker from 01/04. That sticker has a recorded milege of 219k from last year so if my friend is right I should be excused from emission this year.... all I have to do is just get the sticker.
