cutting/rolling fenders

cutting/rolling fenders
i need some help. i tried both cutting and rolling my feders due to rubbing and there are problems with both.
when you roll the fender the metal stretches and the paint begins to crack on the innner lip. i noticed that if you push it in too much the inner lip starts pulling the metal so much that you can start seeing a little "dent like" bump on your outside.
then i tried cutting off a piece.... about a 1 inch piece for starters. cutting went a lot easier and smoother with no paint cracking BUT you expose sheet metal to the elements after cutting. that inner lip has paint and clear coat on it to make sure that water doesnt get in thus preventing rust. i'm gonna get the spot i tried to cut sealed properly because if i dont it will begin to rust in a couple of years.
i went to a couple body shops but they all want me to sign a waiver that when they cut and rusting might occur they will not be held accountable. same with rolling, they want me to sign a waver that if the paint begins to crack and peel they are not held reliable.
any sugggestions?

Just called tire rack and there is a weight list for that tool that is very long.
the wait list goes back untill April of this year.
One of the people rented it and has never returned it. TIre rack said that there is no time limit on how long you can rent it and when they contact the guy he says that he will return it soon but never does.
SO as of today, to rent that tool to roll your fenders you have to wait for approximately 40 people to rent it first.
He said it would be cheaper to just go to a body shop...he said most body shops will do it for about $20 to $40 .

If any one in my local area is interested, I'll buy one and have it rented out
I might call Sprewell Racing to know how much they charge.
If too expensive, I'll buy an industrial strength heatgun for $15 and use my baseball bat

I'll just rent an industrial strength heatgun from my local parts store and use my bat. Afterall, rolling the fender is all about not chipping the paint which can be prevented with an appropriate heatgun.
