set voltage to trigger a circuit?

ya know shiftlights' circuitry are based on a set voltage level that will trigger the light, right? (it takes a certain amount of electricity to make the light turn on).

anyting i could get at radioshack that would let me do this? im doin a project for school and it requires this. thanks!

http://www.discovercircuits.com/PDF-FILES/voltst1.pdf theres one, it's more compliccated than you need though, it measures whether the voltage is high, low, or acceptable. I'm thinking an easy way to do this would be to figure out what voltage you need to measure, then use LEDs that turn on at the proper voltage
