My cousin is a freshman at UCI with a parking permit. It's expensive, but it can be done [and, no, I do not mean with "hook-ups"].

hmmm well i know you could buy a parking permit every single day and that would work and it'd be expensive... but i don't think freshmen are issued the year long parking permits... well at least that's how it is at davis and santa cruz i'm guessing it's the same at all UCs
