you need to use some periods lol. Confusing as hell.
Here's your DIY trouble shooting by me.
Auto or Manual Transmission? Anyway:
If the non-VTEC ECU runs the engine, but the VTEC ECU doesn't... it can only be one of two things really. Because I would assume that using the VTEC and non-VTEC ECUs... you still used the same harness (which was for a VTEC I'd hope).
1. Somethings not right with the wiring
2. ECU sucks
I'll go with #1. So do this. There is an ECU wiring diagram in the DIY section. I labled almost all of the VTEC only wires. The others are obvious. ECU Wiring
Compare the ECU wiring and **** between non-VTEC and VTEC, and check the wires that are VTEC only and make sure they are correctly hooked up. Because if the non-VTEC ECU works... you already know that those wires are good.

If your old ECU will start it but the new one won't, it's probably a key malfunction. Remember that our keys have the anti-theft dissabler on them and it works in conjunction with the ECU. You will have to have the car taken to Honda and get the keys reprogrammed.
