Air Intake legal certificate

OK. i have a question about after market air intakes, I was watching this show on MTV called True life of a street racer or somehting like that and this one guy pulled over and the cops checked his engine and they saw that he had an aftermarker air intake and they asked if he had a certificate saying that its legal to put in your car. I was wondering if you need that? or is it something they just made for the show?

hahahawell its only in cali and i think AEM and K&N are the only companies that do it. basically so you can pass inspection. there is no such thing as being legal. its just a filter and pipe that air goes through.

it is called being c.a.r.b. exempt, i do not know what it stands for but it has something to do with smog regulations, only in cali i think....alot of companies will say that thier header or cat-back as well as intakes are c.a.r.b. exempt. I seen that show on mtv and it was in southern cali where the cop was giving him **** about his car, my friend lives in san deigo and said that cops are really bad bout **** like that out there
