Underbody neons are illegal when the car is in motion/on public roads. If you're parked, I believe they're legal, but I'm not sure on this part.

Correct. All underbody light is illegal when vehicle is moving. In private parking lots it's okay. Interior neon is fine so long as it's not visible from the outside.

It depends on where you are, in this area people are fairly strict about it... Plus, if it's one of the brighter colors it also attracts police's attention.

I'm from Illinois. I installed blue neons with the tubes hidden but still very bright, got pulled over the first night driving with them. The ticket said improper lighting (meaning light from under the car, since all colors are illegal). Got a warning cause I had nevada plates on.

well technically, i think gold might be legal. the law states that from the front only like yellow/white light is legal, and from the back only white/red/yellow. so u can say gold is like yellow and get away with it? or is there another law i didnt read that says that u just plain cant have underbody lights?

You just plain can't have lights coming from the underside of the car while in motion.
