Deadbeat Dad - suggestions to bring one down

A friendish of mine has a child with a serious deadbeat dad. Legally he should be in prison but somehow noone has ever seriously gone after him. I am trying to figure out a way that I can help the sheriff or whomever find him and do something about it finally. I cannot do anything illegal nor can the familys know who is the one who helped get this piece of crap out of circulation.

If any of you have any legit suggestions, please chime in. I am not interested in illegal suggestions please. I am trying to find a way to bring him down legally and without any loopholes.

Here's the scoop on the piece of garbage:

The guy knows how to play the law and play the child support system to keep from being responsible for anything. His entire family are pretty much the kind of scum you hope never get involved with your family any way/shape/form.

He currently has 3 children that we know of with 3 different women. One more on the way, due sometime soon with a 4th gal. He steals from his girlfriends, bilks them and their credit for his booze and lifestyle. He takes money out of their purse, hocks things from their house they wont miss right away, uses their credit cards etc. He lies about who he is, what he does for a living, etc to meet new people and start the cycle again. He doesn't work because he knows that it will all be garnished by the state. Whomever his girlfriend is at the time always pays for everything. I am pretty sure he gets paid under the table at his job (when he has one) so nothing is reported and therefore not taken by the state.

He owes over $10,000 USD in back childsupport to my friend, alot more to his first kid's mom, and close to that to the third. We think he probably has at least 1 or 2 more kids outthere.

If i could get away with it legally, I would post his real full name , photo and his SSN and DL# here. I'd love to do a few billboards around town with his name, ssn and photo with the message, "know this man, have a kid with this man? call us now so we can stop him" or something.

This has been going on for close to 10 years and he has not paid more than a couple thousand in child support during a short stint working for a real job.

As if this doesnt show how much of a piece of crap he is, he also at one time tried it apply for credit with his child's SSN when the kid was maybe a year old.

I am going to try and locate where he is living now and get pictures of him and contact the sheriff department in hopes that they can catch him and arrest him. But I need to know enough to make it stick, and as I said above I dont want anyone to know it was me who got him caught. FOr my own good and for theirs.

If anyone has any good legal ideas or maybe something to share of their own story on this subject, let us know.

Has your friend gotten a judgment against him? Is their a court order in place? If so you can garnish his wages, take his property, raid his bank accounts. If he has anything of value you can take it. As far as criminal liability ND has none, but I know many states do. I don't have any info on the criteria or what states do this. It sounds interesting, I'll try and do a little research this week.

That's just it. He has nothing of value. No bank account, no job, no valuables. He lives off his girlfriend until she gets wise or gets preggers, then moves on. He does not have a job so that nothing can be garnished. When he does work its purely under the table (Im guessing) but mostly its the girl who works and he who drinks and steals and lies.

In Oklahoma, he should legally be in prison now based on his lack of payment and his 3 childsupport judgements.

He has been taken to court to get money before. He acts all nice, pretends he wants to be part of the kids life again, tries to pretend he is just having trouble finding work, pays a little on a new job then quits and disappears.

The sheriff or whomever issues warrants etc could get him if they had proof of where he lived. But his GF will deny he lives with her even tho he has now for years.

But I want to make sure that it sticks and this piece of garbage goes to prison for a long long time.
