Jurisdiction
Near my house is the police gas station, where all cops from south orange county fill up their patrol vehicles. So, I see a lot of out-of-town cops around my area. Could these guys pull me over for speeding, even if they are from a different city, or would that not be in their jurisdiction? Thanks.

if they are not in their own jurisdiction then no they cant write you a ticket but they would prolly pull you over and have an officer in that jurisdiction cite you if they really wanted to bad enough

any cop can pull you over anytime (even school police -- if they're a sworn police officer, they can pull you over anywhere).
technically cops can only issue citations within the city/county their agencies serves. HOWEVER, virtually all cities in CA have agreements with one another whereby cops from bordering cities can stop/cite motorists if they happen to be in a nearby city. so it's not worth the risk.
note, sheriffs can cite you anywhere within the county, and as has been said, state cops have free reign everywhere (CHP is the only state police agency in CA).
BTW, i'm new to the board ... just got an 01 EX coupe....
