d17a1 to d17a2 swap, low on top end power

d17a1 to d17a2 swap, low on top end power

Just swapped in a d17a2 into my car that was originally a d17a1. It seems to run fine, except 4000rpm and above. It seems to have no power above that point. I am still running the same exhaust, and ecu. The vtec solenoid is not hooked up. Is it just gonna be gutless in the high rpm until I hook up the vtec or is there something else going on?
