More HP with cold weather ??
Slow as always.
If I was going to run summer wheels/tires and a different set for the winter, I would strongly consider Blizzak tires. I've never owned them, but hear nothing other than good things about them for snow driving.
You could also do the obvious thing and just get some good All-seasons. On Tirerack, I believe the Traction TA and goodyear assurance were pretty high rated. Those are the two I considered, and ended up getting the BFGs. I haven't driven in the snow yet, but I like them so far in the dry and rain.

After consuming 2 sets of tires in 4 years, I decided to switch to an all season tire. A little less grip but a lot more tread life; but now I don't have to deal with swapping the steelies and the alloys twice a year.
