If you want a "Sleeper" the first thing the car needs to be is fast. Thats not something that comes cheap and easy, especially on a D17. So you're either gonna have to do all of your cosmetics up front and be done with it, or save all of your money for a Turbo or Engine swap. If you're really itching to go fast now, Nitrous is cheap horsepower when used right (otherwise it's expensive repairs).
And for cosmetics... don't over do it. Subtle everything... Small, conservative rims (I wouldn't go more than 16", and make sure they're light. A lip kit or no kit (which is better b/c it saves weight), no slamming... drop it just enough to look right, if your car is dropped 2.25", its clearly noticable and it kinda gives it away. The whole key is to look normal... nothing extreme... so cosmetics are cheap. Maybe black out the headlights (leave the orange thing in, it looks more "stock")... thats pretty cheap. You really shouldn't be messing with the car's look if sleeper is what you want. Oh, and tint the windows a little bit. That helps the look of every car.... but everything in moderation. Have fun.
