2002 Civic No OBD reading

I have a 2002 civic , I’m not really sure what trim it is but it has a 5 speed & the d17 vtec . Anyways since I bought the car it wont rev past like maybe 3000rpm , also nothing on the dash shows reading (temp gauge &tachometer) . I tried hooking up a obd2 scanner to it & im not getting any signal. I checked every fuse. I also took it to a shop & they couldn’t find a problem. It seems like this is a common problem but I can’t find an exact match for the issues that I’m having. I’m leaning towards it being a ecu, I just want to double check though before I buy one. Thanks for the help 🙏🏾

Re: 2002 Civic No OBD reading

check if the alternator bolts are loose
if yes, the ECU is fried (fairly common issue in these cars)
