04 Civic 1.7 L engine. Cannot read the OBD check engine light

The check engine light is on so I went to Advance auto parts and Auto Zone. Techs plugged the reader and it cannot read the error. It’s just keep spinning forever. I read there may be a blown fuse. Everything works in the car.
Where is the fuse of the OBD? Any other stuff I need to look for
Thanks in Advance

Fuse 9 (10 amp) in the under-dash box is for the data link connector. If it were blown you notice other issues though. Does the temperature and fuel gauges in the cluster work?

Both Temperature and fuel gauges work or to be honest the needle moves. I’ll replace the fuse anyway and see
what else could be the reason ?
