I was gonna use coilovers to lower my car but someone working at Les Schwab Tires told me to use lowering springs, when i asked my dad he said we should get lowering spindles which I've never head of so i don't know how good that would work. I'm also thinking of getting 15x8 wheels so I'm worried about fitment.
Also what's a good height to lower it by? I was thinking 1.5 inches but idk.

Lowering springs are the cheaper way to lower the car but coilovers will have the adjustment, and typically better dampening, depending on what you spend.

I'd go with decent coilovers without hesitation if the budget allowed, but you may be better off with decent lowering springs than junk coilovers.

A was looking at some Raceland coilovers that allow 2-3 inch drop for about 400 but when im comparing to what others buy, they seem SUPER cheap. Are these any good?

Tein is probably the baseline of where my money would go. You could still do worse than Raceland but the extra few hundred dollars is absolutely worth it, in my opinion.

starting from 2001, civics are using struts (as in structural suspension). Racelands have had a history of broken suspension... Not safe if you get the ones in the % that will break.
budget for around 800 minimum for safety for coilovers,

Springs will work but will require shocks that can handle the springs. Stock shocks (dampers) will wear out much faster with lowering springs.
It seems that truharts are good enough (not sure how much ride will be, not much aftermarket support for this generation of cars...). If you decide to go springs instead of coilovers, try to get ones with higher rear spring rates (if info is available...)
1.5 drop will require adjustable rear control arm (alignment correction, so you will not be understeering like a pig in corners - squealing all the way at lower speeds than stock)

If you can get RSX rear anti-roll bar, they are the best upgrade you can get for handling, but it sounds like you are more like after looks than performance, so...

I'd do it. I have Flex Z's on my FRS and they're great value for the money.
