Sounds like a reasonable budget for lowering springs. Just go for name brand, avoid the cheap ebay knock-offs. Go for TEIN S-Techs, Eibach Sportlines, Eibach Pro-kit, or Neuspeed springs. You'll want to consider new shocks too, so you don't burst the OEM ones under the pressure of a drop. People here recommend Tokico HP Blues or Koni Yellows. I have coilovers, so I can't vouch either way, but when it comes to springs, I really admire TEIN products.

Me too. I started off with twin s-techs then graduated to Tein SS-P coilovers. $300 is a reasonable budget for springs alone, but you're gonna want to look into struts that can handle the drop, bottom mention camber kit and alignment costs. The springs will prolly run you ~200 or so
Re: Looking for good lowering springs for a 04 Civic
If you lower without new shocks, your oem shocks will blow. eibach or tein springs, with koni yellow or bilstein shocks is a good setup. If you are willing to spend a little more get full coilovers.

tokico blues are also a good mate with tein s-techs. Ran that setup for a while, and it was quite nice.
Re: Looking for good lowering springs for a 04 Civic
depends on the spring but eventually sooner or later you will need new shocks yes. the stock damper is designed only for the stock spring so you are causing extra wear and tear to the shock. i would get Eibach springs.
Re: Looking for good lowering springs for a 04 Civic
It's a good time to buy a good combo shock/spring.
Go to see tokico shock. The tokico D-Spec are at 379 $$ for EP3 on thw web side If i have a good memory. The price is really good.

The tokico blues + tein s-tech setup will lower you just shy of 1.5 inches and give you a slightly stiffer than stock feel. I'd probably still have that setup if I didn't stumble upon the deal for the coilovers I have now.
here's an idea of how it looks on a coupe

Tokico HP "Blues" are easy to install. Koni Yellows require a bit of strut modification, but they allow for a lower drop. (On lowering springs, you should be perfectly fine with Blues)
Brands of lowering spring are almost all the same as long as you buy name-brand. Some people complain that the TEIN and the Eibach sag a lot, but it depends on your set, they all sag eventually.
Google pictures of Civics lowered on TEIN, Eibach, and Neuspeed springs and see which stance you like the best.
I'm partial to TEIN because I own one of their products and I like the cars I've seen with TEIN lowering springs, like riceboy's down there.

S-techs with tokicos was really comfortable. Just a hair stiffer than stock. With coilovers, it depends. My current setup, I can adjust the dampering, so I can either feel the slightest crack in the road or I can make it softer than... Some.. Soft.. Stuff... Lol

Re: Looking for good lowering springs for a 04 Civic
Errr... maybe.
Those are some fancy pants coilovers riceboy has...
You only need entry level ones for street use. Without adjustable damping, you'll be around $850, with damping is closer to $1000. Kits like the Skunk2 Pro-S II, Megan Racing Coilovers, and TEIN Street Basis are cheapest and get the job done pretty well.
Coilovers definitely have their advantages of spring/strut combos, but it depends on how much you want to spend. There's nothing wrong with a good spring setup vs. low end coilovers.
Comfort wise: springs are usually more comfy. My Coilovers are pretty stiff.
