So i was driving my car on that track and my car governed out at 115
. i have the 1.7SOHC. is there a chip out there to take that off?

no chip, you have to run engine management, and you shouldn't be going faster than 115 anyway unless you are doing legal racing, but even then very few 7thgens make it past 100 on 1/4 mile.
