i just joined that group buy for the progress sway bars, and i was wondering what that metal piece on the rear progress sway bar is? is that a tie bar? if it is, what should i do with my neuspeed rear lower tie bar? (should i use the progress sway bar with the progress tie bar? or should i use the progress sway bar with the neuspeed tie bar?)

yes it is a tie bar. Take the neuspeed one off and sell it.

it's impossible to use the Neuspeed lower tie bar with the progress sway/tie bar combo.

are lower ties needed? i read they were there to strengthen something? should i get one if i only have the 19mm rsx sway?

no they aren't needed. they are a chassis brace and no you don't need one for the 19mm bar
