You don't need more than an inch of preload from where the first locking begins to keep the spring still. You also might as well do this when they are on the car so you can see what suits you best. Think about it - if your ride feels too stiff you're gonna have to adjust it while it's on the car anyway.

First make sure the third (bottom) locking nut is tight or else you'll be adjusting the height. Take the first (top) locking nut and screw it up to compress the spring (preloading it). Use the second (middle) locking nut and tighten the first and second together with both spanner wrenches.

Reason why you don't need more than an inch of preload is simple - coil bind. Coil bind happens when the spring gets compressed beyond it's limits. When you add preload the car, it manipulates the car to think it is riding on stiffer spring rates but with the spring already compressed it can come closer to coil bind. No more than an inch of preload is fine. Too much could be hazardous over time because spring compression/preload has it's limits.

What I'm still thinking about is the hole that we supposedly make bigger, from 14mm to 16mm?

I'm looking at the holes on the front and I see holes which is bigger than 16mm already.
