newbie question how to tell wheel/rims

well you know how you say the size of the wheels like 250/15/17, i know the 17 means the rims are 17s but i dunno what the other two means

The first number is the width of the tread, the second is the sidewall height, and the third is the wheel size. So like 215/45/17 is a 215 mm tread with a 45mm sidewall that fits a 17" rim.

That is actually partially incorrect the first number is the width and the second is the sidewall but 45 would not mean it is 45mmm thick it means it is 45 percent of the width so it the tire is 215/45 it is 215mm wide and 96.75mm sidewall... oh ya and the third number is of course the sive... Passenger car tires:
P-metric is the U.S. version of a metric tire-sizing system, for example: P215/65R15
P stands for passenger
215 represents the width of the tire in millimeters
65 is aspect ratio; the ratio of height to width; this tire's height is 65% of it's width
If the aspect ratio is not listed, it is assumed to be the "standard aspect ratio" of 82%
R means radial.
B in place of the "R" means the tire is belted bias construction
D in place of the "R" means diagonal bias construction
15 is the diameter of the wheel

ok, 215/45/17 = 215 mm across the tire, as in the width (I think), the 45 means that the sidewall (the amount of tire from the rim out to the edge of the tire) is only 45% of the width (in this case 215) and then of course the 17 is the tire size.

whoops, you forgot the decimal point.

215 x .45 = sidewall height

yeah, try to imagine this ,look at the tread surface, we'll use an easy aspect ratio, say 50,as in 215/50/17, ok, the aspect ratio is 50% of the tread width, so look at the tread, and split it in half, what you see is the size of the sidewall from bead to the tread, half of the tread width itself, does this make any sense?
