Can a 205/45r17 tire fit a 17x7 wheel with a 40mm offset?

Yes. Offset has no bearing on if a tire fits a rim.

^^ what he said. Those 205s will give 5mm (laterally -- 10mm overall treadwidth difference) and 4.5mm (height-wise) more clearance than what I had with my 215/45-17s.
