Hub disks/spacers?

I was wondering what they are for? Do they have something to do with offset?

I just got my 15 inch konig heliums and conical lug nuts. But I was wondering if there is anything else that I might need when I got to get tires mounted and rims installed?

Its an offset shift.
If it doesn't quite fit, you can stick a 5mm spacer in there and it'll fit. Anything beyond 5mm and you bought the wrong size.
You shouldn't need them for heliums.
