Budget Rims...

Could I concievably find a rim/tire package for under $600? I desperately want to put some rims on my car, but they are so f-ing expensive!

Well if you bought the shittiest tires in the world, you probably could get 15" tires for about $150. $450 for rims would buy a set of Rotas.
Just remember that when you start cutting corners, you end up with garbage.
You'd probably be better off buying someone's used $1000 set of wheels and tires vs. a new set thats pure crap.

It's much more worth it to find what you want or something you could even live with, and save for it. You don't wanna spend $600 on crap and then spend more on better ones later... it's just a waste.
