2002 Civic. Good Battery. No Crank.

Hello all. Newbie here. Trying to remotely help my mother-in-law diagnose her issue.
Vehicle is a 2002 Civic 2dr. Automatic.
When trying to start, the car shows symptoms of a weak/dead battery. Does not crank and clicks (have a video I will attempt to attach).
Anyhow, apparently she tried jump starting it with no change in the result.
My question is, is there some sort of security feature that would make the car click as if its trying to start but not crank? I would think a security system would cut all power to start. Assuming that the chip in the key is going bad.

Any recommendations appreciated.

starter could be bad, could try giving it a whack if she's able to, it sits on top of the trans.
could also be a bad connection, either hot or ground

Thanks. Those suggestions make sense.
In your opinion would you rule out the key/keychip? Someone she knows that knows some about cars is suggesting to get a new key but they aren't cheap.
