2000 civic 1.6L
tested ignition coil
Primary 1.9 - 2.0 @ 200 setting
Secondary 11.68 @ 20K setting.
Three burn marks on one side, one on other side of coil. I am thinking this coil is toast but I am a mechanical person and not very smart when it comes to using multimeter. would like some advice before I waste money replacing a good coil

yes.
When the engine starter chugging water out the tail pipe, I shut it down and pulled the plugs and rotated the engine several revs to clear the water out of the cylinders. Then trying to start it again, was when the no spark issue showed up.
