Help troubleshooting Fuel Relay issue
Hi. I'm working on a 2000 Civic that cranks but does not start. I've downloaded the service manual and I'm following the troubleshooting steps for the Fuel Supply system. The first steps related to checking circuit to the pump and for testing the relay all tested out ok. When I got to the section for testing for an open or short in the STS line, I got a reading of 9-VDC instead of 12-VDC. So it looks like I've a voltage drop in that circuit. What I can't seem to locate is a diagram showing where that line connects. The manual says to check the line from the PGM-FI to the Starter Signal fuse (31). That line looks ok so the problem is on the other side of the fuse - and thats what I can't fine info on. Any help?

Fuel pressure is fine. Only getting 10vdc on pin 2of the PGM-FI. I'VE traced it back through the fuse box and it's 10vdc all the way back to the ignition switch. That's not normal, is it? Voltage before the switch is 12.8vdc, so close to a 3vdc drop in the switch?
