Low idle and bogging issues, Codes 14 & 21

Low idle and bogging issues, Codes 14 & 21

96 Civic DX with mini me swap ( don’t know the year of the VTEC head cause I bought the car like this). Intake manifold is a 99 I think, throttle body is a 99. ECU is a P28

I am getting a CEL Honda code:

21 (VTEC spool solenoid valve)
14 (Idle air control valve)

The engine at idle runs extremely low and eventually Boggs out and dies. Plus the car feels restrictive upon accelerating hard.

Anyways here is what I did so far:
1.)Removed and cleaned the IAC and VTEC spool valve and remounted with some gasket sealer.
2.) Put some voltage thru the IAC and got it to move or click to see if it works. Did the same with the VTEC solenoid.
3.) Ran thru the all the hoses to check for a vacuum leak.
4.) Flushed the cooling for air.
5.) Reset the EcU multiple times. After ECU reset the IAC CEL code comes back on in couple secs after startup but the VTEC solenoid CEL code never goes away.
6.) Checked wiring from VTEC solenoid to ECU, looks correct. IAC wiring (1 is solid red and 1 is yellow/black) which isn’t the colors I have read that r used on other civics ??

What more can I check? Don’t wanna buy these parts new, install them an fix nothing
